Can I upload an existing document to use as a template?

    I am wondering if I can upload an existing document/ application that a client would need to fill out and insert the appropriate fields for them to put in information.  Also, is there a way to give access to certain users for specific fields?  Or are there not permission settings or rules for that?

    You can upload a fill able PDF form which will then be converted to a one that will send submissions to your jotform account.

    Regarding your second inquiry, we unfortunately do not have a provision for implementing user based rules and permissions, you can however use form conditions to hide and show field based on some value a user will enter, this way you will simulate field restrictions.
