I have an online application set up. How do I set it up so people in my group receive an email notification every time a new person submits an application?

If I understood you correctly you want to sent email Notification to multiple recipients once your form is submitted. Inside of this guide you can find out how to Send Notifications to Multiple Recipients: http://www.jotform.com/help/39-Send-Notifications-to-Multiple-Recipients
If you have email that you are using as group email, than you need to add that email to recipient email address of your email Notification. That way all email that are listed in your group will receive email Notification
