I want to collect half of the information on a web form and then have my rep add the rest of the information to the form and submit the form to us.
There is another 20 fields that my agent will enter.

Yes, you can do that. Either by allowing your rep to access your form submissions page and edit the submissions from there.

You can add this edit link in the notifier and have your rep as one of the recipients of the form.
But for your customers/users to submit the form, you will have to set the rest of the fields as not required. Those fields that your rep will fill up.
