Apparently no matter what email I put in for the notification or response when I test it goes to a previous employee, how do I change that test email

Yes, that's how the test email button works. It will only send an email to your default account email address. If you want to check if the new recipient will receive the form email, you will have to preview the form and test it from there. You can use the Fill Form function.
