I have ordered material that is not what i was thinking i was going to receive- not your fault

I thought this was the kind of vinyl that has the backing and front so when you remove the back, you still have the front material holding the decal together, then you rub the front after you place it on the object, and peal the top layer off,   what i ordered was just a backer to the vinyl, and is really hard with complicated designs to remove the back and hold together and transfer to the desired surface.  please let me know what is the correct material to accomplish this
