I presume you are referring to the table shown in the email body of your notifications or autoresponders. I see you have a lot of forms being edited in your account. Could you please let us know what specific form and notification you would like to have a background image on its table? And a link to the background image so that we can download and test it further.

A 5 page form I have that I want to make look identical to the way my
partner sent it to me. I figured I can probably do this by editing the
table background to encapsulate a graphic image of the .pdf file then build
the table appropriately around it for proper placement of my form answers.
This way it would appear correct in the email that's received, (although
not in the .pdf attachment until some more modifications are made on the
editor you guys have.) But if you could give me an idea of how to place
this table background (whether it's through CSS or not) It would be

Unfortunately, if you want to have the table with background image appear on the PDF submission it is not currently possible.
I believe the PDF editor is still under development and being improved. You can make changes on the PDF layout but with limitations. CSS won't be able to work on the PDF submissions design or layout. Apologies.
