I'm afraid that a payment tool can be configured with only one PayPal account. One workaround in having two different payment tools is to set up a multiple payment form:
You would need to have two separate forms configured with a Paypal payment tool each - one set up with one PayPal account, and the other with another account. These forms will be embedded inside a third form, as described in the guide linked above.
You would use a third main form on which you would ask your users to select an option, and then you could use Conditional Logic with show/hide rules to show them your desired form that has the payment tool on it.
