The Paypal express submit button does not redirect to paypal page in chrome sometimes it does work in microsoft edge.
When you press the paypal submit button instead of redirecting to the paypal webpage it just redirects to the jotform thank you page as if it ignores the paypal button.

Some of the calculations are hidden and you are set to clear fields on submit in the form. This setting is under the preferences:
This is causing the calculation to reset to zero on submit. When the amount is zero, you'll only get redirected to the form's thank you page and not to Paypal since there's no payment is involved in the form.
To fix the problem, you should set the clear hidden field values to NO Clear.
