A PayPal form is supposed to redirect user to the PayPal payment page if the total is different from 0.
Your test form seems to be working properly at the moment.

To avoid this issue, you need to set correct field to the value for your Paypal wizard. In your case, you need to set "Get Amount From" value as "Booking Total €" . Please, see it from the below:
With that way, Paypal tool's value won't be equal to zero and it redirects the user to the Paypal's checkout page. Please, try this one and let us know the results.
