I am new to JotForm. Once I create the form can I just send out the link to recipients in an email. Or must the link be hosted on a website?

Is it required that the link to the survey(that I develop) be on a website.  Or can the link alone be sent to recipients in an email for them to complete

You can share the direct link via email, yes.  Simply get it from the wizard and copy and paste it in the email:
