Hey I am looking for form builder that allows a user to create forms that will be either approved or unapproved.
So the Team Leader creates a form for approval of "vacation" for his workers.
They fill out the information, then the team leader can go in and click approve or not and it lets the worker know if their request has been approved or not.
Is this something jotform can do?

Yes, it could be done with JotForm, based on your explanation, the only thing you need to do is add the Edit Link in the email notification.
Then, you will receive an email notification when the Form is submitted and you will be able to edit it, you can also do it on the submissions page.
You also will have to add an Autoresponder, in order to notify your users when the form is edited.

You will find the Edit Link under the Form Fields section in the email notification/autoresponder.
