Got an email saying that Jotform is unable to upload my DPF Form.

I have a fillable pdf that I would like to add as a "form" to our account.  Is this doable?  I need the PDF exactly as it is, so converting it to a "form" won't work, I just need it to be filled out and emailed as a normal form is.  Does this make sense?

Actually that is the exact functionality that is offered by our import PDF to form option. While you can not edit the form, you can always download the PDF of it and accept submissions made from the PDF in your Submissions Panel.

You can see more about the PDF import here: Import your PDF forms

Do of course let us know if you have any questions and we would be happy to assist with the same.

So I can't hop in and edit the form (because its a pdf I uploaded) but the end user is able to fill it out and submit if its an editable pdf?

To answer your first question first - yes, that is correct, it captures the original layout and gives you the same. In that case JotForm is used to collect your submissions made on fillable PDF so that you can export it and use it in any manner that you wish.

In regards to your second post - I personally did not hear of such issue with the uploads, but it could be that your PDF has a specific format that is not possible to import at this time.

If you would like to provide us the link to the PDF (for example if you have it on your server or on DropBox / Box / Google Drive) so that we can inspect it and raise it to our developers to see what could be the issue?

My colleague David has already raised this to our developers, but they did not leave any note about this at this time.

Looking at the file however I do see that it is made out of 2 different forms one 9 pages long and the other 2 pages long, so I presume that both of these factors play a role (11 pages and bookmarks).

Once our developers have a chance to take a look into this and see what is the issue, they will update you about it here on this thread.
