Is there a condition I can create where certain auto email is sent based on a answer that is selected?

I actually want an email to be sent to the person completing the form with specific information based on criteria in the form.   

To send an email to your submitter you will have to add an Autoresponder : http://www.jotform.com/help/26-Creating-a-Form-Autoresponder.

And then follow the guide provided by my colleague above, to send the email based on the answers given by the user.

In my test I can not get this to work.  In the condition what should I put as the email address?

I did check few of your last edited form and found that in your form "Mission Application -Short Form" you have added a condition to send submission email.

If you want to send submission email to the person who submitted your form, you will have to add "Form Autoresponder" email alert. Once you add a form autoresponder in your form and then add a condition to send submission email, it will automatically pick up the field name of your email field.

I have added a form autoresponder email in your cloned form and also added a condition as well. Please check the screenshot below:
