Is it 100 submissions/form/month or a total of 100 submissions/month for the starter plan?

The submission limit is per month. It is not per form, it is collective. It means that if you have 5 forms and then you receive 20 submissions on each form, then the submission counter will show 100. The submission counter will reset back to 0 every first day of the month.
