My form is https://form.jotform.com/33427836056963. A form with Paypal checkout.
Recently I found that some customers can finish the form without really paying in the form, and I can still receive the form data in my linked dropbox.
The problem is that as our company supposes all forms choosing paypal checkout is paid when finished, we don't manually check the payment. This problem poses a serious administrative issue as we have to now check manually, which can be solved simply by making the form better.
I recently found several problems in your forms and I started to doubt if I should keep using your product.

Unfortunately, I was unable to replicate your issue, I was able to submit your form and redirected me to PayPal :
I would suggest you to follow this guide in order to know when you have an incomplete payment : http://www.jotform.com/help/273-How-to-setup-Incomplete-Payment-Notification-E-mail
Also, I noticed you have two payment methods, do note, that if the payment different than PayPal is selected, your users will not be redirected to PayPal.
