Hello, no matter how many times I try to change the email where a form is submitted to, the test email always goes back to my default email.

Test emails, will always be sent to the default email address. This is only to verify if the email notification looks good and does not need to be modified. This is set by design and cannot be modified.
If you want to change your account email address
Here are the steps:
1. Login to your account.
2. Click on the person looking icon and then click on "Account"
3. Click on "Profile" tab and scroll down to change the email address:
