If I integrate a from into my website, do users have to sign in to or create an account with JotForm before they can fill it out for submission?

The end-users doesn't need to have JotForm account to use your form/s. As long as the form is on a website or using the form URL, the end-user can use the form.

Example: you can fill up this form https://form.jotform.me/60057285738462 without you logged in to your account. Just open it on your browser and you should be able to test the form.

And if you were refering to the feature describe on this user guide:

    How-to-Share-Form-s-Submissions-Page

    the answer is No.

Example, you can check the submission data on this form https://www.jotform.com/submissions/60057285738462?/ (password: test123)
