Can I change "OR" to "AND" in meeting multiple conditions?

    I have conditions on the City and State/Province fields. When specific information has been entered, an email will be sent to an individual. I noticed in the conditions that OR is used. I need AND in the conditions instead of OR. Is there a way to change the connecting condition to AND?

    If you edit the condition, you will see the dropdown ANY or ALL.

    If you choose ANY (OR) the condition will verify if any condition or all are true. If you select  ALL (AND), the condition will verify if all the condition are true
