I set up the form to go to a specific Thank you page after the Paypal order is complete. Tested, but I am not redirected to the URL.
Perhaps I missed something(?)

I did test your form and I was redirected to your thank you page:
Is the issue still there?
If so, could you try removing the integration and adding it again?
Do let us know if the redirection is working now, if not, we will take another look to your form.

Yes, it's quite odd,it could be a temporary issue as well, but please, if you get the issue again, then let us know here, we will take a look again on your form, we should be able to replicate your issue.
