I have submissions that finished their payments are not getting their confirmation emails because it seems that JotForms isn't flipping them to "Completed" even though their payment has been processed. Why is that not working?Page URL:

When someone submits the form, the form is placed into incomplete payments section if there is a payment processor on the same. Now since your form has PayPal on it, it means that for as long as there is no IPN (Instant Payment Notification) that gets delivered to JotForm servers.
As soon as it is, the payment is moved to completed submissions section.

You will also be able to re-send the payments that were already made and IPNs did not get sent for from the same page in your PayPal (same page as mentioned in the guide above).
