is it possible to put a hyperlink to another website into a question?

I have a question in my form that asks the user to confirm that they have read an information sheet on our school community website before they submit.

I would like to link to that page in the question, and have it open in a new window/tab so they can access it directly from the form.

the question asks

"I have read the Music Speech and Drama Information sheet in RangiLife and agree to pay all fees and charges as outlined."
