What does incomplete payment mean and how do I correct?

When submitting a form, some are returning with incomplete payment.  How do I correct this?  The payment is coming through paypal.

Unfortunately there is no way to fix this. Incomplete payment forms occur when users complete the form, but for some reason they did not complete the payment process. They either changed their minds, closed the page or had internet connection that prevented the payment process.
