I test your jotform http://www.jotform.us/form/53127112452141 using the Form Builder, but I currently could not reproduce the issue.
Please refer to the video below.
Can you try first refreshing your browser cache, close the browser, open again and then go to My Fomrs page http://www.jotform.com/myforms/
Let us know if issue persist.

I just tested your form in the Form Builder and I was able to see the scroll bar.
If the issue is still there, please share us a screenshot of the web console, you can get it following these keyboard shortcut:
Mac: Command + Option + J
Windows/Linux: Control + Shift + J
