How to collect payments with multiple options

The registration page for our conference has several problems. We are allowing conference registrants to use PayPal or pay by check. There is a button at the top that says "I will pay by check". But when the form is complete, the total shown includes the PayPal fees. And, when you click 'Submit" it takes you to the PayPal login page (again showing the incorrect total.
