Encrypted form along with fillable PDF form... question

Is there a way to create the encrypted form for the person who wants to fill it out online (admission form) and then duplicate same form and have it available for someone to fill out offline?

And/or when they submit a fillable pdf form, is it still secure?

I just have tested with one of my forms, I found that you can encrypt your form and generate the PDF form, however, you will receive the data encrypted only from the web form, all the data from the PDF form will not be encrypted.
