We receive notification from PayPal that a payment has been made, but we are not receiving the notification emails with the form info from Jotform.

If you have been receiving payment notification from PayPal, it means that the form is working properly. You can also check the data of your submissions through the submission page of your form.
If you're not receiving any of your emails, the issue might be on how your notifier was set up.
I would suggest you try to check how it was set up or try to set up a new one to make sure it is properly set up this time.
You can always check your mail logs through the history page of your account.
Also, I didn't see the email address on your notifier on the bounce list.
