If you want it to appear opened, go to the edit mode of your form, and change it's Status to "Open":

I I would like it to appear opened based on the condition for the # of children field until I can base it on the quantity fields.

You can conditionally show the Form Collapse field, and it will show "Opened" or "Close"(depending on the status).
When the Collapse's status is set to "Closed" the submitter needs to click on it to display all content under it. When it's status is set to "Opened", the content it's already displayed.
Now, regarding the ability to show the Form Collapse Fields based on Product Quantities selection is being reported on this thread, since it's not working: http://www.jotform.com/answers/760892.
