I am receiving my payment through paypal but jotform is not sending the forms and has them marked as payments nseuccesful

If the payment was successful but the submission is under the "Incomplete Payments", then it is possible that the IPN is not enabled in your Paypal account.

Thanks, but I'm not seeing any IPN on my profile in paypal

That's odd, I believe all Paypal accounts should have that option if you are a seller or merchant.
I checked my personal account, here's mine:
It's under the "Getting paid and managing my risk" section, IPN is short for "Instant Payment Notification". Please do check it again or contact the Paypal support team.
