does the number of submission reset each month?

I recently created a form with downloaded information to those who complete my form. However I notice the submission number has decreased to 2 since I first created the form on Jan. 26, 2016.

Yes, you are correct. The submission counter resets the first of every month. I have just reviewed your account and saw that your form has 36 submission in total, but only received 2 this month. As a free user, you are allowed to receive at most 100 submission per month.
