How can my other users create forms from scratch?

I have another user on my account and the "create form" button is grayed out. Shouldn't the other users be able to create from scratch too? Is there something I am missing? 

Your sub users can't create forms in your account - they can only edit your forms, or edit submissions on your forms, depending on what rights you've set up for the sub accounts.

If sub accounts created new forms, such forms would belong to their own account and would be constrained with submission and space limits of their (free) account. In order to have forms in your main account, they must be created from within your main account.
