I'm not quite sure if I understand your concern. You can delete the submission in your submissions page. There's the "x" button on each submission, there's also a "Delete" button at the top right corner of the submission.
In your submissions page, you can find the "Delete" button as shown in the screenshot below:
If you scroll down below, you'll see the grid list, you can also delete a submission by clicking the "x" button on them.
Let us know if that works.

when you click on the delete button a window asking if your sure you want to do this.
I have disabled that feature.... how can i re-enable it
This will help me to not delete a record by mistake. Since the edit button is very close to the delete

I presume you have checked the "Don't show this message again"?
And you want to have that pop up message again? If so, you can try clearing your browser's cache. Here's a guide that you can follow: http://www.wikihow.com/Clear-Your-Browser's-Cache. You need to clear the cache from the date to when you have enabled that setting. If you don't remember, then you can just clear everything. Let us know if that works.
