Yes, if you do not set a return URL in your Paypal account, it will direct your user to the "Thank You" page you have setup on your form. However, as shown in the screenshot in the original thread, your customers will see an option that let's them go back to the merchant website after a successful payment, in this case, the form's thank you page is the merchant's site.
