If I understood you correctly, you want to send email Notification to different recipient email address if submission is edited. You can achieve that by creating conditional email Notification. Inside of this guide you can find how to send Notification to a specific email address based on a selection:
http://www.jotform.com/help/167-How-to-send-to-a-specific-email-address-based-on-a-selection
For example, in case that some field (test field) will be blank when form is submitted first time and same field will be filled on edited submission, you can set your conditions like this:
1st conditional Notification
If test field is empty, send notification to person A
2nd conditional Notification
If test field is filled, send Notification to person B
Hope this will help. Let us know if you need further assistance.

If you need it to send to the same person, then, the notification will be sent automatically again with the update:

I've cloned and tested your form. It seems you've update your email correctly.
I've cloned and submitted the form. Then when I've checked my autoresponder I am able to see my {edit link} function as you see below:
Here is how it works:

I do not think we are on the same page
I am not receiving any emails after editing the link a second time @bdavid \
I am not sure what you did to obtain this
What needs to happen is if a user submits the form a first time and they click on the edit submission
if they successfully complete the application a second time, they should get another email with the updated field
What conditions should i use since it will auto send both if I set up two different auto responders
beril all you showed me was the edit submission i need a second email yo go out
Hope this cleared things up

Email Notification will be always sent when submission is edited.
Now if I understood you correctly you want that Autoresponder email is also sent when submission is edited. To achieve this you need to check Send on editing submission option inside of your Autoreponder email settings.
Hope this will help. Let us know if you need further assistance.
