Is it possible to have in client side (jotform.js) in input element with check in database data entry if allready exist?
And in server side of course... Like an email, tax_num, security_number, username or any field unique in Database...

However, you or a hired programmer can send your form submission to your own database: http://www.jotform.com/help/126-How-to-send-Submissions-to-Your-MySQL-Database-Using-PHP, download your form's full source code: http://www.jotform.com/help/104-How-to-get-the-Full-Source-Code-of-your-Form, and create the proper script to validate that in your own database.
