I tried to create an account and it gave me the error message

    I was not able to replicate mentioned issue. I was able to create new account. 

    It was probably temporarily issue. Please try to create account one more time. Please use the next link to sign up: http://www.jotform.com/signup 

    I would suggest you to use Google Chrome or Mozilla Firefox.
