They attempted this yesterday, and I know there have been some challenges recently, but I'm not sure how to address this. I don't want them to be charged twice.

In your form's submissions page, I see an application (with incomplete payment) submitted on the 17th of February.
This was the time when were having issues with the jotform.com domain suspension. Paypal sends us our servers a notification (via jotform.com) for completed payments. Since jotform.com was inaccessible, Paypal failed to return the payment details.
If the payment really went through, your client should have a transaction number from Paypal. You can check your Paypal account for this transaction number.
You may also dump the "Incomplete Payment" application to your form's completed submisisons by clicking the "Complete Submission" button.
