I'd like to use the submission ID as an order number. Is there a way I can set the starting value of the submission id?

The submission ID is internal to our system, and can't be modified nor set by end users. If you like to set up your own custom order number, you may want to try using our Unique ID widget instead:
Add Custom Unique IDs to your Form Submissions
It allows for customized and unique IDs, so that you can set your own format you would like to use as your order number.
Here is a guide on How to Add a Widget to your Form.

I saw this option, but I would also like to include the Unique ID on the auto responder email. Is that possible? I didn't see that as an option when I added the Unique ID to my form.

You can certainly use this value in your email notifications and autoresponders. After adding the Unique ID widget to your form, and configuring it, here is how it looks in my example:
Next, you just need to make sure it is added into your autoresponder. To do that, edit your Autoresponder by clicking Emails, and then on Edit of the autoresponder:
Add the field into the desired place of the body of the email by clicking on the field's name on the right:
Upon submission, the autoresponder will automatically contain this custom order number we have created with unique ID widget:
