What i would like to do is make it so that if someone is trying to make a submission for an appointment for the same day, if it is after a certain time, it does not allow this and tells them to pick a different day.

it seems that this might not be available to do. But if there is a workaround please let me know.

P.S. I've provided a screenshot of the conditional logic i've tried to no avail.

So basically, you want to allow all future dates to be selected for pickup, and today if submission is made before a certain time.
After a certain time of today, you will only be able to select future pickup dates.
I would recommend that you change your conditional rule into this:
IF "Pickup Day Requested" is equal to date with value today
AND
IF "Submission time" is after value 13:59
THEN hide submit button, and show error messageThis is how it looks on my end:
