That error message appears, because you haven't entered your Authorize.net credentials in the payment integration:

takes me right to a page of multiple fields to fill out which is time
consuming, and then when I press enter, I get that error message. I tried
it multiple times. I know I am not unique. When I called the contact
person, she said there had been a number of complaints.
For some reason, the link is bypassing this screen.

If I understood correctly, you did not create this form, you are just the user that is trying to fill out and submit the form.
In this case you would need to contact the owner of the form and inform them that they did not set Authorize.net credentials in the payment integration.
I have searched forum threads and I found one thread from owner of the form. One of my colleagues inform them about missing credentials in form settings. Once owner of the form set Authorize.net credentials in the payment integration, you will be able to submit the form.
