This is extremely urgent! Our email notification is not being performed randomly on many of our submissions. Most recently it was a submission on our Buyer Coversheet done by Javier Vidana on 2/23.
When they submit and enter their email address to be copied, they will receive the email as confirmation but the designated email to receive the submission is not getting it.

I checked our mail logs and I can confirm that there is no notification email sent to the email address connected to your form.
Then I cloned your form and tried to make a submission. I was also unable to receive the notification. To fix the issue, I removed the previous notification and created a new one.
Can you try deleting the previous notification on your form?
Then simply create a new one by following this guide: Setting Up Email Notifications
