Hi. I've tested it on two sub accounts both with full access and they can't see the submission details. They can see how many entries and when but no detail.
Maybe I'm missing something?

I believe this is most likely because the "Europe Datacenter" is not enabled in your account.
Could you please try enabling it then let us know if your sub account users were able to view the submissions after that.
