Can I set a jotform up so that, upon submission of the form, a PDF is downloaded?

I am trying to set up a form to collect basic information of what types of people are downloading my manual.  Basically what I want is if a website visitor would like to download this particular manual, they need to fill out my form.  Once they have submitted the form I want the PDF to automatically download for them.  Is this something I can do with jotform or do I need to look elsewhere?  Thank you!

If I understood you correctly, you want to allow your user to download PDF file once they submit your form. It is not possible to automatically start downloading of PDF file once the form is submitted, but you can add PDF link to your Thank You page and then by clicking on it your users will be able to download it. Inside of this guide you can find how to set Thank You page:

You can also add edit link to Autoresponder email. Autoresponder email is sent to your users once they submit your form. Inside of this guide you can find how to create Autoresponder email:

You can add PDF link {pdf-link} of your form submission or you can add of some other PDF file, by entering URL of that file.
