If you want to disable your form at specific time it is possible with JotForm. You can disable a form on a specific date and time from Form Limits.
You can also disable your form manually and enable it any time as you see below:

I see that the time you can set is for when it expires, NOT when it becomes live or enabled. In the example you emailed me, it shows that the form will EXPIRE at 10:30PM, not when it will be live ENABLED.

Yes, I showed it as an example. On the screenshot I've showed you to disable form at 10:30 A.M.
As I've mentioned before, you need to disable/enable the form manually at desired time.
Unfortunately we do not have such feature to automatically enable form on certain date/time.
However, It might be possible with conditions.
I wii test it on my end and get back to you as soon as possible.

I've created a demo form and tested it on my side. It is working as expected.
First of all, you will add date and time fields on your form and set default date as current date and time.
I've also enabled read-only feature for date/time fields. At that time, customers will not able to edit time and date.
Then, you will add form collapse and error message on your form.

And finally, you will create condition to disable your form at desired date/time.
