Why if I try to add a new field to my form it goes to the end of the form?

I am editing existing forms and I need to add fields.   When I created the form I could select a field above or below where I wanted to add a field and the newly added field would be inserted just above or below the field I selected.     Now when I go back to edit them and want to add a field it adds the field to the bottom of the form and I have to move it up to the location I want it in.    How do I get a new field to go where I want it to and not at the end of the form?

The fields are designed to be added anywhere that you want. Please provide us the link/name of the form with the issue, we will take a look on it and try to replicate the issue in our end.
