I have the IPN enabled in my sandbox account with the following URL listed.

    https://www.jotform.com/ipns/paypal.php

I ran a test transaction and still came back as an Incomplete Payment.

    Any suggestions?

Were you able to successfully make a test payment using your Paypal Sandbox account? Payment Submissions becomes incomplete/pending when payment is not successful or abandoned.

    How to View Incomplete Payments

I would suggest to try a live payment (turn off sandbox mode) then test your form by creating a product with $0.01 price and make an actual payment. It should be working as expected.

Not via the Sandbox.  But I did have a successful transaction when I added a $1 product and ran it through normally.

If the actual payment transaction worked and the submissions was completed in your end automatically, then I believe the integration is setup properly.

If you'll set the payment tool to Sandbox mode, you'll need to have Sandbox test accounts, in my end, I have a seller and buyer sandbox account. You can learn more about Paypal sandbox accounts here: https://developer.paypal.com/developer/accounts/. It is usually intended for developers but you can also try it in your end.

However, the more accurate result is by making an actual payment, just like what you did (but make sure that the payment tool is not set to Sandbox mode).
