You allow me to upload .jpg, or .pngs. But I need to upload a .pdf onto a form. I found a widget that I can add for the end user to upload a .pdf, but I cannot without having it hosted somewhere on the internet?
It is not possible to host files directly from the form. If the file is hosted elsewhere, you can, however, add a link to the file in the form or display the PDF directly. Both can be accomplished using a "Text" field:
