Submissions are not being emailed

Our form is set to email new submissions to a specified email address, but they are not being emailed. They are also not in the our junk folders or spam folders.

The email address used for submission notification was in bounce list: http://www.jotform.com/help/262-How-to-remove-your-email-address-from-bounce-list
