I tested it and it is not counted as a form view when your form is disabled intentionally.

I discovered an Undisclosed Trigger in the Form Views counter.
Form Views counter will still increment when a Form (even though Disabled) is checked under Revision History
Please rectify the statement released and cited in this thread and 2 other forum threads regarding View on disabled form will not count.
Sorry for that, from my understanding, you are asking if the Form View Limit will increment when someone accessed your disabled form.
Based on my test, it is not counted if someone tried to access your disabled form through the URL.
However, if you are referring to a different scenario wherein the "Revision History" is involved, then that is another story. It is because that when you are in Revision History, you are like "Previewing" the form. I tested this, and it indeed counts as a Form View. I can see that you already opened a thread for that.
