Is there a way to have an email confirmation automatically sent to the person who filled out the form , to confirm the form has been received?

Creating an email autoresponder will allow for just that:

I believe I set it up correctly, however I tested the form and didn’t receive an auto response and I also did receive an email notifying that a form was submitted, any ideas of what could have happened?

Try changing the sender email from your address to "noreply@jotform.com":

This will send the emails from our services and should allow for them to go through without issue.

Ok I see the issue where there were incomplete payments…what does “complete submission” mean, and then when I press it, it asks if I want to “complete payment.” One of the applications I had completed the payment, and it still showed up in incomplete submission…any ideas here?

If a user closes the browser or didn't settle the payment after being redirected to the Payment Page, this will be logged as an Incomplete Payments. It will only be posted as a valid submission if the user completed the Payment and was able to completely process the transaction.

If the payment went through and the submission was still marked as incomplete, you may need to enable IPN in your PayPal account:

Completing submissions does not charge the payment.  It simply moves the submission data to your completed submission area.
