If I understand correctly, you want to be able to send to multiple recipients using only one email notification? If yes, then you can simply follow this guide on how to send notification to multiple recipients: Send Notifications to Multiple Recipients

You simply need to add a comma and space separated email address in the Recipient E-mail.
Example: user1@domain.com, user2@domain.com, user3@domain.com 

Do note that there's a limit of 10 recipients per notification. So, you'd need to create additional notifications (containing the same information) if you wish to send the message to more than 10 people.
